Kerala has become the first state in India to create a Department for Senior Citizens Welfare. This paper asks whether it can move elderly care beyond managing decline toward helping older people live healthier, more connected, and dignified lives. Drawing on global evidence and the WHO ICOPE framework, it explores what meaningful reform could look like in the years ahead.
